The negative particle не is commonly used to make a question less abrupt, or to turn it into a polite request:
ТІ не знђешь, гдљ живёт Ђня?
Do you happen to know where Anya lives?
Извинќте, вІ мнљ не помћжете?
Excuse me, can you help me?
