The logic is very simple there, you know... They are all military people, by the way, and so is he.

And the logic in the military is simple: they were developing weapons because the adversary was developing weapons. And about that there was utter certainty. And even now some people wonder whether Russia has really shut down development and manufacture, and whether the United States is still doing that work too.
