Andrew Weber: He was totally forthcoming about the history and the achievements. He was somewhat proud of the achievements that had been accomplished during the Soviet weapons program. This facility in Stepnogorsk was an enormous engineering achievement that, that they accomplished in the middle of nowhere, so they had some pride, but they also realized that they had been lied to by their own government, by their own military and they had been told that the United States also had a biological weapons program, which of course was not true because President Nixon ended it in 1969.
