Gennadiy N. Lepeshkin: In Stepnogorsk a facility was being built, but it nev... construction was not completed. You see, the Soviet Union collapsed, and with it went the designers' objectives also. Some buildings were finished, and in some of those building some of the anthrax work was carried out... well, they were basically... they were experimental in nature.
Interviewer: But there was a plan to...?
Lepeshkin: Well, plan... a big plan, maybe in fact there was one.
I was... I was not apprised of it, but at the national level, apparently such a... such a plan did exist.
Interviewer: What plan?
Lepeshkin: To create the capacity to produce anthrax. A plan of that type did exist. I... was not apprised of it. I was on the ground, engaged in a narrower range of activities, carrying out narrow tasks which were assigned to me, and I did them.
