As a rule, lab work is done first, then testing in enclosed spaces, and, finally testing--if all this work goes well, certain... the required values which are in the technical specifications are achieved, then experiments in field conditions are carried out, and ultimately, depending on... the features of the final product, it is added to the... arsenal or not. But this is universal practice, everywhere, worldwide, so there is nothing secret about it.
I mean, there are particular specifications, and if the product that's been designed meets those specifications, it is added to the arsenal--in any country, and the Soviet Union is no exception.
