Gary Crocker: I visited analysts who were putting the Biopreparat story together with thousands of pieces the hard way, and they had it, it's just they didn't have it in a way that you could convince people, I mean, they really did a good job, with all kinds of little pieces, and a lot of science, open science information, and we do have, you know, scientific exchanges and all kinds of things, so they were there, so we were ready to roll once he came out. We knew for example the construction, where these facilities were, where certain things, where the test chamber was, we knew stuff like that, okay, so we're ready to move, you know, the White House and everybody's ready, let's do something, we need a policy here, we gotta to stop this, so diplomatic action starts, you know, our ambassador is in there talking to the Foreign Ministry and we're talking and we come up with this plan that we will visit their facilities and they will visit ours, and the idea is openness and transparency, but we're gonna do this in a secret environment so that we can be very frank with each other and not have the press, you know, looking on, and then we'll open this up and solve it. So in September of 1992 is when the Under Secretary of State goes to Moscow and they sign the agreement that everything's cool, we're all clean, we're not in the BW business, and, you know, and that's the end of the visits and the end of everything.
