Refrigeration units are required, and special protection procedures and so on and so forth. In order to avoid all of that, they were destroyed; they cannot be stored for long periods of time otherwise. There are museums where various pathogenic materials are kept, in many places: there are institutes which do this work in laboratories, but large-scale work of that type is, of course, not being done.
