Andrew Weber: We arrived... at the time the airfield in Stepnogorsk was still operational. We flew in, after having visited a chemical weapons facility in Pavlodar, Kazakhstan. And we were greeted not very warmly at the airfield, and asked to please leave the city of Stepnogorsk. Since we had permission to be there from the highest levels of the government of Kazakhstan, we were persistent and managed to arrange for a meeting later that day downtown. And with some help from the government, which was then in Almaty, we were able to get permission for our visit to proceed, and indeed, the next morning we visited the Stepnogorsk facility.
