G.N. Lepeshkin: Well, the funds that used to go to the budget came from factories, from enterprises, from agricultural producers, they went into the general coffers. This isn't the case anymore. Enterprises are cutting back their operations. Agriculture is going into decline. The coffers are not filling up, and new millionaires, new private owners have appeared who have a tremendous ability to accumulate money for themselves. It bypasses the budget. It escapes, it leaks out, there's a drain of capital to other countries. As a result, the state isn't receiving the amount of funds that it used to. Therefore the funds that used to be around, that the state could allocate, aren't there, either. It's a vicious circle that has to be broken.
