Andrew Weber: The director of the Stepnogorsk facility, who we had come to know during, during the course of the visit, and especially after the "official" portion of the visit. He hosted a wonderful picnic on the, on the river bank at the, the datcha of the facility and he said, "Now the official program is over, we'll tell you the truth about our biological weapons efforts, and they just opened up. It was almost like it was a confessional and it was just striking at how open, it was like nothing. Our teams, which had been on some of the inspection visits under the trilateral framework to Russia, they just could not believe how forthcoming the Kazakhstani leaders of this facility were with us.
