Dastan Eleukenov: Probably that plant in Stepnogorsk really was too big. In all likelihood, Soviet intelligence also knew about the volume of research done and material developed, at any rate, at Ft. Detrick. Of course, all of that was classified, too. But that is, after all... after all, it's called an arms race for a reason: one side pulls ahead, the other side catches up and then overtakes the first one. If something had happened to the Biological Weapons Convention and if the Soviet Union had not fallen apart, who can say whether or not the United States would have built some kind of plant if they'd found out what was there in Stepnogorsk. And here I really see no great... puzzles or conundrums of any kind. That was Cold War logic, the logic of the arms race.
